Reprinted from the Winter Solstace Will and Word 1990 EVThe Second Land Coop Subcommittee Semiannual Report December 1990e.v. We have just become aware of how many questions we have to answerfor ourselves.1.Q: What will the legal structure as it must exist within theoverculture of our Coop be? Corporation? Land Trust? Nation?A: The most practical beginning is probably a Corporation. Thereare many options available: for profit, not for profit, non profit.A land trust is another structure available. Perhaps a townshipeventually. 2Q: What will be the written laws we make for ourselves? A: Let these begin with the Orgone Committee Charter. Moreresearch is needed! Of course we will have to pay at leasteffective lip service to the laws of the overculture in the areawe settle in. As far as decision making mechanisms I belive thatconsensus governance, which is the most widely applied among theintentional communities in the the Intentional CommunitiesDirectory, is the best form available. Another option is Consensusminus one, and wether or not to give weight to, say, long standingmembers over new members in the voting process. The coordinator forthe meetings should be chosen on a rotating basis rather thanelected in my opinion. A good rule of the thumb is to keep writtenlaws to a minimum!3. Q: What will be the unwritten laws we make for ourselves? A: These will grow organically as the Coop becomes realized, butclearly, we need more theories and research.4.Q: How will economic exchanges amongst ourselves be carried out?Will we want our own currency? What kind of buy-in fees will beneeded for membership in the Land Coop? A: A combination of money and barter. As far as a buy-in fee formembership in the Coop goes I feel that there should be one. Oneway of doing it would be to calculate the current value of allproperties held in common, and charge a share of the total value.An additional charge could be for any new improvements needed forthe new member/household such as more road, or power generatingfacilities. If someone did not have a lot of cash, they couldprovide labor over a period of time for their membership. I do notfavor any system that requires members to hold all theri assets incommon, and surrendur them to the Coop as a part of membership.More research needed!5.Q: How will we recruit the people, especially the highly educatedand trained kind of person we want? Technical people are theproblem here as artists are famous for their willingness forstarting such ventures.A: This is the second most crucial question in my opinion. Thepeople we have now are not enough to answer all these questionsthemselves. Ideas are as follows:1. Distribute the Will and Word, 2. Improve the Bluebook - pictures etc. 3. Begin national networking via electronic mail, letter writing,etc.4. Take out ads in college newspapers for the Will and Word, andsend respondents Bluebooks as well.5. Sponsor events such as a Beltaine Festival or Summer SolsticeParty 6. Perform a series of powerful ritual magick workings to send anAstral Call to others. 6. Q: What will our screening procedures for the people who showup to this place once we have it? A: We have begun figuring this out with the Charter. The rest willhave to wait for when we're there. For example, I belive that aperson should have to live and work with us for a year before theyare admitted as a full member. Only time will tell what a personis really like. At present, membership in the founding committeerequires unanimous agreement, and this, in my opinion, should becontinued at the Land Coop.7. Q: How do we find out where we want to locate ourselves?A: Network with alternate communities already in existence. Sendthem questionnaires. Travel to places we hear good things about.Presently there are four states that none of the Land CoopSubcommittee members have any objections to: Pennsylvania,Virginia, West Virginia, and Idaho.8. Q: How do we handle the distribution of power betweenestablished members and new members? A: The Charter has begun this. The legal structure will have todelineate it where it does not conflict with the laws of whatevercountry we are in. In a consesus decison making structure, I favorequal voting weight for all members, once they have made it throughour arduous screening process. More research is needed.9. Q: How will we educate our children? A: We decide on the educational theories we will to, and find thepeople to implement them. In general I favor a strong grounding inthe three r's, along with teaching children HOW TO THINK throughtraining memory, deductive and inductive logic, dreamwork, andrecognition of "psychic" mental abilities that are inherent in thehuman psyche. Many of these things could be presented to childrenin the form of games, so as not to make them any more miserablethan they have to be while they improve themselves!10.Q: What will be the philosophical or, if you will, political orreligious thread that holds this community together?A: The Orgone Committee is where it begins. This will be theconceptual framework for the Coop with the Charter. Perhaps gettinginto space as a long long range goal will promote communitysolidarity. As far as politics goes, we should be paying centralattention to ecological issues, and human rights issues. Absolutelynecessary to the whole scene is that I am strongly opposed to anysituation that promotes some kind of religious leader(s) like apope, guru, abbot, poobah, etc.11. Q: How will we get the money together to start it all? A: We each need to decide on and attain personal financial goals.At present I do not belive that it is necessary to make some formof group effort in this area aside from helping each other hone ourskills.Each of us must find other questions that need answering.Each of us needs to determine which of these matters he or shewills to start tackling and do it right away.Top Priorities:1. RESEARCH OF CURRENT AND PAST ALTERNATIVE COMMUNITIES.2. BEGIN RECRUITING DRIVE.3. INTENSIFY OUR OWN MAGICKAL TRAINING PROGRAMS SO WE BECOME MORECAPABLE TO ACTUALIZE THIS COOP AS OUR WILLS.4. GET MONEY. DECIDE ON OUR GOALS NOW AND BEGIN WORKING ON THEMNOW. BE RUTHLESS BUT NOT IMMORAL! William S.
